Shelley Liu is an Assistant Professor at Duke University, affiliated with the Sanford School of Public Policy and the Department of Political Science in Trinity College of Arts & Sciences. She holds a PhD in Government from Harvard University (2020) and previously taught at UC Berkeley’s Goldman School of Public Policy. Her research focuses on post-conflict statebuilding, rebel governance legacies, and political polarization in fragile states, with fieldwork in Liberia, Zimbabwe, and Senegal. She is an affiliate of the Duke Center for International Development.

- Research: Examines how wartime processes shape post-war governance, focusing on rebel regimes, citizen agency, and polarization. Her book Governing After War (Oxford, 2024) analyzes post-rebel victory statebuilding.
