Shannon R. Waite

Shannon R. Waite, Ed.D., is an Assistant Professor in the Department of Educational Leadership and Policy Studies at Howard University's School of Education. With over 20 years of experience in education, her work centers on equity, anti-racism, and leadership development for educators of color.

Her research focuses on diversity recruitment and pipeline programs, anti-racism and culturally responsive school leadership, fostering critical consciousness in leaders, and the intersection of hyper-segregation and the school-to-prison pipeline. She employs critical race theory as a foundational framework in both her scholarship and practice.

Dr. Waite’s recent publications explore systemic racism in leadership standards, critical consciousness development, and barriers faced by leaders of color. Her work reveals a consistent thematic focus on dismantling inequitable systems in educational leadership preparation and policy.

She received the prestigious 2024 University Council of Education Administration’s Paula Silver Case Award for her case study on equity leadership by people of color. This award highlights her impactful contribution to educational leadership pedagogy.

Dr. Waite serves as Principal Investigator for the Equity-Centered Pipeline Initiative (ECPI), a partnership between her department and the District of Columbia Public Schools, funded by The Wallace Foundation. She has also held public service roles as a Mayoral appointee to the New York City Panel for Educational Policy and as a Trustee of the Board of Education Retirement Systems.

She teaches courses including Seminar in Educational Policy (ELPS 422), Practicum in School Administration and Supervision (ELPS 384), Financial Management in Education (ELPS 520), and Ethics in Decision Making (ELPS 455).
