Dr. Seda Gürkan is Assistant Professor in European Approaches to Security, Diplomacy and Global Affairs at Leiden University's Institute of Security and Global Affairs (ISGA). She holds a joint affiliation as Affiliated Fellow and Professor at the Department of Political Science and Institute for European Studies at Université libre de Bruxelles (ULB). Her academic background includes degrees from the London School of Economics, Université libre de Bruxelles, and the Diplomatic School of Spanish Ministry of Foreign Affairs.
Research Focus
Dr. Gürkan's research examines:
- EU foreign policy dynamics with specialization in Eastern neighborhood autocratization
- Enlargement processes and EU-Turkey relations
- European security architecture and diplomatic frameworks
- Institutional responses to EU crises since 2009
- Theoretical frameworks of European integration
- Role of emotions in international relations and policy formation
Projects and Affiliations
She leads the Starter Grant project 'The Role of Emotions in EU Foreign Policy (EUMOTIONS)' and contributes to Horizon Europe initiatives:
- Globalisation, Europe and Multilateralism: Democratic institutions, alternative models and normative dissensus (GEM-DIAMOND)
- Respond to Emerging Dissensus: Supranational Instruments and Norms of European democracy (RED-SPINEL)
She co-leads Una Europa Doctoral Interdisciplinary Methods Training and serves on Leiden University's Europe Hub Steering Committee.
Professional Engagement
Dr. Gürkan provides expert consultation to the European Parliament on enlargement and human rights matters, and serves as Turkey country expert for the Bertelsmann Transformation Index since 2018. Her prior experience includes decade-long diplomatic service at NATO Headquarters focusing on NATO-EU relations, counter-terrorism, and defense operations.
