Sebastian Rosenberg is a Senior Lecturer (part-time) at the Brain & Mind Research Institute, School of Medical Sciences, University of Sydney, and concurrently serves as Head of the Mental Health Policy Unit at the Australian National University (part-time). His research focuses on mental health systems and policy, particularly accountability mechanisms, economic models, and community engagement strategies. Rosenberg holds a PhD in mental health policy from the University of Sydney (2017), following a career spanning public service, non-profit leadership, and consulting.
His academic roles include co-leading the Economics, Systems Science and Mental Wealth Policy stream at the Brain and Mind Centre and teaching the postgraduate course BMRI5027, Leadership and Policy in Mental Health. Current projects address mental health planning economics, inequity studies, and future system design.
Rosenberg’s research outputs emphasize policy evaluation, systems modeling, and healthcare access equity. He collaborates with global experts on frameworks like the Mental Wealth perspective and participatory systems modeling. His work bridges academic research with practical policy implementation, often critiquing gaps in current mental health reforms.
