Scott Sigmund Gartner serves as the Provost of the U.S. Naval Postgraduate School and holds an affiliate Professor position at Penn State's School of International Affairs. He earned his Ph.D. and M.A. from the University of Michigan, and dual M.A. and B.A. degrees (with honors) from the University of Chicago.
His research focuses on national/international security, counter-terrorism, cyber security, and conflict mediation. Key interests include policy assessment, military casualty politics, and international dispute resolution. Over 50 academic publications span political science, military intelligence, and public policy. His work has been funded by the National Science Foundation, National Security Agency, and others.
Notable awards include the Jefferson Award and multiple reference/publication accolades. Current research projects address counter-terrorism strategies, military suicide, and casualty impact analysis. He regularly contributes op-eds to major outlets like The New York Times and is frequently featured in media discussions on national security topics.
