Scott Mulligan serves as a Senior Teaching Professor in the International Affairs and Arts Administration Programs at Skidmore College, teaching courses on information privacy/ethics, surveillance, terrorism/national security, and international intellectual property and trade issues.
Education:
- J.D., magna cum laude, Syracuse University College of Law (Technology Commercialization Program)
- LL.M. in International Trade Regulation, New York University School of Law
Research Interests: Professor Mulligan's work centers on international intellectual property frameworks, innovation policy, and incentive models for collaboratively-driven business ventures, with critical analysis of unorthodox business models and legal/ethical uses of personal data in large datasets. His scholarship bridges law, technology, and global commerce, examining regulatory challenges in digital economies and surveillance practices.
Professional Background: Former antitrust/regulatory attorney in the New York State Attorney General’s Office and IT/AV systems integration consultant specializing in SME information-management modernization and e-commerce implementation. Active member of the Skidmore Community Chorus.
