Sarah E. Abbott, PhD, is an Associate Professor in the Counseling and Behavioral Health Department and Director of the Center for Crisis Response and Behavioral Health at William James College. She holds a PhD in Law, Policy, and Society from Northeastern University, an MA in Criminal Justice from the University of Massachusetts–Lowell, and a BA (Honors) in Community Studies from Bradford and Ilkley College, England. Her research focuses on crisis intervention, law enforcement collaboration, and mental health diversion programs, particularly the Framingham Co-Response Model she co-developed in 2003. This model has been replicated in 45 police departments across Massachusetts and consulted internationally.
Dr. Abbott has been recognized with numerous awards, including the 2021 Bill Taylor Team Award, 2020 Innovator of the Year Award, and multiple Public Service Awards from the Framingham Police Department. She serves on the Board of Directors for the International Co-Responder Alliance (ICRA) and the South Middlesex Opportunity Council (SMOC).
Her professional activities include keynote speaking, legislative testimony, and consultancy services through Abbott Solutions for Justice LLC. Key areas of expertise include crisis response training, program evaluation, and grant writing for behavioral health initiatives. Dr. Abbott’s work emphasizes reducing incarceration through collaborative approaches between law enforcement and mental health agencies, with a focus on evidence-based practices and policy innovation.
