Dr. Sandra Plümer is a Research Associate at Bielefeld University in Sonja Blum's group (Comparative Politics and Policy Analysis) since October 2023. She earned her PhD with summa cum laude distinction from the Faculty of Social Sciences at the University of Duisburg-Essen in November 2023, having completed her dissertation on coordination mechanisms of policy learning within government formations.
Her academic background includes a Master's degree in "Political Management, Public Policy and Public Administration" from the NRW School of Governance (2016-2018) and a Bachelor's degree in "European Studies" from the University of Maastricht (2012-2015), with additional studies at Sciences Po Bordeaux. From 2018-2023, she served as a research assistant at the NRW School of Governance.
Dr. Plümer's research focuses on the intersection of policy analysis, political processes, and governance structures. Her work examines how policy learning occurs within government formations, the relationship between policy consistency and change, and how crises serve as catalysts for transformation. She employs qualitative research methods to investigate policy dynamics across various sectors including education, lobbying regulation, and electoral politics.
Her publication record demonstrates a consistent focus on understanding policy change mechanisms, particularly during transformative periods such as elections and crises. Her work spans both theoretical conceptualizations of policy dynamics and empirical analyses of specific policy areas in the German political context.
