Ryan Mutter was an Adjunct Professor in the Department of Economics at the University of Maryland, Baltimore County (UMBC), and a member of the School of Public Policy. He held a Master of Arts in Economic Policy Analysis and a Ph.D. in Public Policy from UMBC, alongside an undergraduate degree from William and Mary. His career spanned federal government agencies, focusing on health economics, hospital mergers, mental health impacts of social media, and health policy cost-effectiveness. He served as Principal Analyst at the Congressional Budget Office (CBO) in the Health, Retirement, and Long-term Analysis Division.
