Ruth Owens is an Associate Professor of Spanish at Arkansas State University and serves as the Director of the Center for Excellence in Teaching and Learning. She holds an Ed.D. and M.A. from West Virginia University and a B.A. from Longwood College, Virginia.

Her research focuses on instructional supervision, reflective teaching, and intercultural development. She coordinates world language teacher education programs, supervises field experiences for aspiring language teachers, and created the department’s summer study abroad program in Costa Rica, which she directed for 9 years.
Ruth Owens has received recognition as a certified oral proficiency tester in Spanish by the American Council on the Teaching of Foreign Languages (ACTFL). She divides her professional time between the Center for Excellence in Teaching and Learning and the Department of Languages and Cultures.
