Russell Scott Phillips, M.D., serves as the William Applebaum Professor of Medicine at Beth Israel Deaconess Medical Center (BIDMC) and Professor of Global Health and Social Medicine at Harvard Medical School, where he directs the Center for Primary Care. As a dedicated primary care internist at BIDMC, he maintains a panel of over 250 patients, many under his care for more than two decades.
His research program drives primary care transformation through systems innovation, focusing on:
- Analysis of high-performing health systems and practice sustainability
- Financial impacts of payment reforms and structural changes in primary care
- Integration of global health insights into U.S. primary care innovation
- Addressing social determinants via community health worker programs
Dr. Phillips leads two major federally funded initiatives:
- AHRQ R18 Grant: Applying systems engineering to manage referrals, test results, and symptom follow-up in primary care
- HRSA Grant: Advancing behavioral health integration, oral health access, and social determinant interventions through community health workers
At BIDMC, he co-led the care transitions task force and sustainable practice model working group, while spearheading high-risk patient care management strategies aligned with the triple aim of improved patient experience, population health, and cost reduction.
