Russell Miller is the J.B. Stombock Professor of Law at Washington and Lee University School of Law. His work focuses on public law, comparative law, and international law, with particular expertise in German constitutional law and transboundary harm liability. He has testified before the U.S. Senate Judiciary Committee and the German Parliament (Bundestag), and founded the German Law Journal, the #1 ranked open-access journal for European law.
