Ruoying Chen is a Senior Lecturer and LLB/JD Program Director at the ANU College of Law, Governance and Policy, Australian National University. She joined ANU in February 2023, bringing expertise in regulatory theory-practice intersections, financial markets, and environmental regulation. Her research employs doctrinal methodologies and law & economics, focusing on market-oriented regulatory alternatives in China.

- B.A. in Law from Peking University
Research interests center on decentralized regulatory initiatives in financial systems and environmental governance, particularly examining China's sovereign debt mechanisms and FinTech innovations.
Professional history includes positions at Peking University Law School (Associate/Assistant Professor), KU Leuven (Global Law Professor), UNSW Business School (Dean's Research Fellow), and University of Chicago Law School (Visiting Professor). She previously practiced law at Freshfields Bruckhaus Deringer for five years, specializing in cross-border M&As and banking restructuring.
