Rosemary Moreland serves as a Senior Lecturer and Subject Lead in Community Development at Ulster University, Faculty of Arts, Humanities & Social Sciences. She holds the position of Faculty Co-ordinator for Teaching & Learning within the School of Applied Social and Policy Sciences and is affiliated with the Social Work and Social Policy Research department. With over 35 years of experience in community education and development, her career has been dedicated to creating accessible educational pathways for community activists and practitioners.
Her research interests focus on widening access to higher education, adult and community education, community development practices, and reflective learning approaches. Her work particularly emphasizes creating opportunities for those with limited formal qualifications through innovative educational frameworks. She has developed numerous community-based short courses designed to build confidence and skills for accessing third-level education.
Analysis of her publication record from 2007-2025 reveals a consistent focus on community development education, widening participation in higher education, and the intersection between social work and community development practice. Her most recent works address contemporary challenges in implementing community development approaches within social work education and creating effective online learning environments for community learners.
Her significant contributions have been recognized through several prestigious awards:

As Editor of The Adult Learner: The Irish Journal of Adult and Community Education, she plays a key role in advancing scholarship in this field. Her professional contributions extend to developing national occupational standards through the PAULO National Training Organisation, including the UK National Occupational Standards in Community Development Work and the All-Ireland Community Development Work Standards. She has been instrumental in securing professional accreditation for the BSc Hons Community Development program at Ulster University.
