Rolf Riisnæs serves as Researcher II at the Department of Private Law, Faculty of Law, University of Oslo since 2024 (20% position), while concurrently working as Of Counsel at Wikborg Rein Law Firm. His academic career is deeply intertwined with legal practice, specializing in digital law domains.
His research focuses on Information and Transaction Security (e-ID/electronic signatures), Electronic Interaction/e-Government, IT Contracts and Procurement, and Data Protection. These interests stem from his dual expertise in law and technology, developed through decades of work at the intersection of legal practice and academic research. His work addresses critical gaps in digital governance, particularly regarding AI systems, wearable technology, and cross-border data flows.
His recent publications (2017) in Computer Law & Security Review analyze GDPR implementation in Norway, advertising technologies, and AI regulation. These works reveal consistent themes: identifying regulatory shortcomings in emerging technologies and proposing solutions grounded in Norwegian and EU legal frameworks. His scholarship spans foundational PKI research (1990s-2000s) to contemporary AI governance challenges.
Riisnæs holds a Dr. juris (2006) and Cand.jur. (1993) from the University of Oslo. His career demonstrates unusual integration of academic research with high-level legal practice: after 14 years as Partner/Senior Associate at Wikborg Rein (1994-2023), he transitioned to his current dual academic-legal role. His work with the Norwegian Research Center for Computers and Law (NRCCL) since 1990 provided the foundation for his expertise in digital law.
He contributes to the Societal Security and Digital Identities (SODI) project, extending his research into national security implications of digital identity systems. His practical legal work at Wikborg Rein focuses on cyber security, GDPR compliance, AI regulation, and healthcare technology law, maintaining direct application of his academic research.
