Roberto Rodriguez is an Associate Researcher at the Center for European Studies and Comparative Politics (CEE) at Sciences Po, where he focuses on urban policy analysis, sustainability transitions, science and technology policy, and innovation in cities. He is actively involved in research projects related to environmental regulations, low emission zones, and policy coherence in urban contexts.
His research interests span urban sustainability transitions, metropolitan governance, science, technology and innovation policies, and policy instruments. He employs process tracing and comparative analysis to understand how institutions, cognitive frameworks, and strategic interactions shape policy coordination in multi-level governance systems. His work often compares cities such as Paris and Mexico City.
The most recent articles reflect a strong focus on environmental and urban policy, with recurring themes in policy implementation, governance stability, institutional design, and urban competitiveness. His publications analyze the impact of European environmental regulations, the coherence of building sector regulations, and the dynamics of blame-shifting in multi-level policy settings.

Roberto has advised on national research and development measurement in Mexico and has contributed to policy modernization through statistical governance. His current research aims to develop problem-solving methodologies for urban policymaking. He is affiliated with research networks focused on social-ecological transitions and European public policy.
