Robert Latiff serves as an Adjunct Professor at the Reilly Center for Science, Technology, and Values (STV) at the University of Notre Dame. A retired U.S. Air Force Major General (2006), he operates as a private consultant for corporate and government clients while holding board positions at multiple high-technology companies. He currently chairs the National Materials and Manufacturing Board and serves on the Air Force Studies Board of the National Academies.
His research concentrates on the Philosophy of Science and Technology and the Ethics of Emerging Technologies, with active involvement in a Department of Defense study examining ethical implications of dual-use technologies. His expertise bridges military systems engineering, intelligence operations, and technological ethics.
Dr. Latiff's distinguished honors include:
- National Intelligence Distinguished Service Medal
- Air Force Distinguished Service Medal
His career spans critical military leadership roles including Director of Advanced Systems and Technology at the National Reconnaissance Office, Vice Commander of the USAF Electronic Systems Center, and Commander of the NORAD Cheyenne Mountain Operations Center. He previously served as an Assistant Professor of Engineering at West Point and commanded Army tactical nuclear units.
He actively contributes to the Armed Forces Communications and Electronics Association (AFCEA) Intelligence Committee and leads National Academies studies on critical minerals, surveillance systems, and intelligence technologies.
