Richard Watkins

Dr Richard Watkins is a Senior Lecturer at Nottingham Law School, Nottingham Trent University. He serves as Deputy Course Leader for the Postgraduate Diploma in Law and Module Leader for Land Law and Law of Trusts on undergraduate and professional courses. As Deputy School Standards and Quality Manager, he oversees external examiners, assessments, and academic governance.

Richard's research focuses on states' obligations to protect soldiers' right to life under Article 2 of the European Convention on Human Rights (ECHR). His work examines legal standards balancing military efficacy with protections against risks like training accidents, friendly fire, and enemy attacks. He plans to publish this research as a monograph and extend it to analyze derogation possibilities under Article 15(2) of the ECHR, a rarely invoked provision.

His research intersects with comparative international human rights law, particularly the ECHR framework and military operations. At the Society of Legal Scholars annual conference (September 2022), he presented findings from his doctoral work.
