Richard J. Powell is the John Mitchell Nickerson Professor of Political Science and Founding Director of the William S. Cohen Institute for Leadership & Public Service at the University of Maine. He holds a PhD and MA from Northwestern University and a BA from Connecticut College. His research focuses on the U.S. Presidency, Congress, Leadership, Elections, and American Political Thought. Powell oversees the UMaine Congressional Internship Program, the Kenneth Palmer Maine State Legislative Internship Program, and UMaine’s interdisciplinary Leadership Studies program.
His scholarly work includes books such as The 2016 Presidential Election (2017) and Legislating Without Experience (2007), analyzing presidential-congressional relations, electoral dynamics, and legislative reforms. Current research employs computational models to study partisan gerrymandering. Powell received UMaine’s Distinguished Maine Professor award in 2020, recognizing his academic excellence.
He has served on executive councils for the American Political Science Association and New England Political Science Association. Powell teaches courses in American Government, Congress, and Leadership, and has held visiting appointments at Colby College and Beloit College. He also conducted Fulbright lectures at Zhejiang University in 2010.
