Richard Funderburg is an Associate Professor at the University of Illinois Springfield (UIS) in the School of Public Management and Policy, and a Collaborative Scholar at the Institute of Government and Public Affairs (IGPA), where he contributes to the Fiscal and Economic Policy working group. He holds a Ph.D. in Planning, Policy, and Design from the University of California, Irvine, and a Master of Public Policy and Administration from California State University, Sacramento.
His research focuses on state and local economic development policy, fiscal sustainability, tax incentives, and environmental policy. Notable areas include the impacts of tax increment financing, business property tax abatements, and low-income housing policies. He advises governments on fiscal strategies and has engaged in community roles like commissioner of the Village of Chatham Planning Commission.
His recent publications address housing affordability, fiscal challenges post-COVID, and the environmental impacts of fossil fuel closures. He teaches courses on public budgeting, policy analysis, and urban planning. His work bridges academic research with practical policy solutions for sustainable economic development and equitable governance.
