Professor Richard Batley serves as Professor of Transport Demand and Valuation at the Institute for Transport Studies (ITS), Faculty of Environment, University of Leeds. With over 20 years at the institution, he progressed from Research Assistant to Professor (2014-present), including leadership roles as Head of School/Director of ITS (2016-2020) and Pro-Dean for Research & Innovation (2015-2016).
His educational background includes:
- BSc. Agricultural Economics with First Class Honours (University of Newcastle-upon-Tyne, 1994)
- MA Transport Economics with Distinction (University of Leeds, 1996)
- PhD in Discrete Choice Modelling (University of Leeds, 1999)
Specializing in transport microeconomics and welfare analysis, Batley's research centers on valuing travel attributes (time, punctuality, comfort) through discrete choice modeling and Random Utility Theory. His work directly bridges academic theory and UK transport policy, influencing government guidance and practitioner frameworks through sustained engagement with departments like the Department for Transport and parliamentary committees.
He has directed or contributed to 40+ government/industry research projects including National Railway Accessibility Strategy and Valuation and Appraisal of Accessibility in Rail. As Editor-in-Chief of the 2018 Passenger Demand Forecasting Handbook and standing member of DfT's Joint Analysis Development Panel, he shapes national appraisal standards.
Batley supervises postgraduate researchers in economics and discrete choice modeling while leading the Economics and Appraisal research group. His leadership elevated ITS to top 10 global rankings in transport studies during his directorship.
