Rehema Msulwa is an Associate Professor in Major Programme Management at the Saïd Business School, University of Oxford, and holds a Hugh Price Fellowship at Jesus College. Her research focuses on organizing for collective action in major infrastructure projects across transport, energy, water, and wastewater sectors. She explores decision-making, governance, and behavior in inter-organizational settings under bounded rationality and divergent stakeholder objectives.
Previously, she held postdoctoral roles at the University of Cambridge, Bath, and Manchester, and worked as an infrastructure consultant at Agilia Infrastructure Partners. Her expertise spans organizational theory, institutional theory, and infrastructure change. She has engaged with infrastructure authorities in the UK, India, Nigeria, and the African Development Bank in Côte d’Ivoire.
Msulwa’s educational background includes a PhD in Business and Management from the University of Manchester, an MSc in Management and Implementation of Development Projects (Manchester), and degrees in applied economics and finance from the University of Cape Town (MCom and BCom).
