Regina Winters

Regina Winters is the Associate Dean of the College of Public Service and a Teaching Professor in the Master of Public Administration (MPA) program at the University of Colorado Colorado Springs (UCCS). She holds an MPA and PhD, with undergraduate degrees in political science and music from the University of Wyoming, and postgraduate work in Public Administration from the University of Nebraska at Omaha. Her professional experience includes roles as a public administration instructor at the University of Nebraska at Omaha and Iowa State University, and as a volunteer coordinator for Lutheran Family Services of Nebraska. She specializes in teaching research methods, nonprofit management, public policy, and citizen participation.

Dr. Winters' research interests focus on governance networks, workforce policy development, public policy implementation theory, and strategies for evaluating nonprofit organizations' social return on investment. She has been actively involved in community and neighborhood planning projects across Colorado, Nebraska, and Wyoming.

In her role as Associate Dean, she emphasizes innovative policy practices to enhance quality of life in the Rocky Mountains region. She advises present and future public administrators through curriculum development and ethical leadership initiatives within the College of Public Service.
