Professor Raphael Baumler specializes in risk management and socio-economic factors affecting maritime safety at the World Maritime University. Holding a Ph.D. from the University of Evry and an M.Sc. from the University of Artois, he brings 20 years of seafaring experience including service as Master on container ships. His expertise spans air emissions regulation, ballast water management, and human factors in shipping operations.
Research focuses on the intersection of regulatory frameworks and operational realities, particularly concerning MARPOL Annex VI and Ballast Water Management Convention implementation. Current investigations examine work/rest hour compliance discrepancies, Arctic shipping safety economics, and pandemic-induced workforce challenges.
Recent publications address IUU fishing prevention (2025), crew retention challenges (2025), Arctic navigation costs (2025), and cybersecurity vulnerabilities (2024). Methodologies combine qualitative analyses, economic modeling, and regulatory reviews across maritime sectors.
Professor Baumler leads IMO workshops on environmental regulations and has conducted multiple IMO research projects. His industry background informs practical approaches to safety management systems and regulatory compliance.
