Rain Ottis

Rain Ottis is a Tenured Associate Professor at Tallinn University of Technology's School of Information Technologies, Department of Software Science. He holds a PhD in Computer Science (2011) and MSc in Informatics (2007) from Tallinn Tech, and a BS in Computer Science from the United States Military Academy (West Point). His research focuses on Cyber Operations, Cyber Security Strategy, and the intersection of technology with political-administrative systems.

• Leadership roles include Director of TTÜ Centre for Digital Forensics and Cyber Security (2014–2016) and Programme Committee co-chair for International Conference on Cyber Conflict (2013–2017).
• Recipient of the Order of the White Star, class V (2016).

Research interests emphasize cyber warfare, defensive/offensive cyber tactics, and resilience strategies. Key projects include the Estonian Centre of Excellence in Artificial Intelligence (2024–2030) and leadership in cyber range technologies and exercise frameworks.
