Rafał Tarnogórski

Rafał Tarnogórski, M.A., is a Lecturer at the Faculty of Business and International Relations within the Vistula Academy of Finance and Business. His primary affiliation is with the Polish Institute of International Affairs (PISM), where he has been active since 2000. He currently serves as managing editor of the PISM Bulletin and PISM Commentaries, roles he has held since 2016. His professional expertise spans international law, qualitative data analysis for policy advice, and conflict law analysis.

Dr. Tarnogórski holds a law degree from Maria Curie-Skłodowska University in Lublin. His career includes roles such as editorial secretary of the Polski Przegląd Diplomatyczny (2002–2012), advisor to the Polish UN delegation in 2008, and representative for PISM in the Prime Minister's Office Committee for International Humanitarian Law (2010–2013, 2018–present). He collaborates with the Center for Polish-Russian Dialogue and Understanding since 2013.

His research emphasizes international law applications in Polish-Russian relations, legal frameworks for armed conflicts, and expert analysis for decision-making bodies. He has authored numerous studies for Polish authorities and co-edited influential legal publications.
