Rachel Weber is a Professor of Urban Planning in the Department of Urban Planning and Design at Harvard University's Graduate School of Design (GSD). Her research focuses on the intersection of finance and urban development, including how cities engage with financial markets to shape budgets, infrastructure projects, and asset management. She holds a Ph.D. and M.R.P. from Cornell University and a B.A. in Development Studies from Brown University, with additional experience as a Fulbright Scholar in Kolkata, India.
Her notable works include the award-winning book *From Boom to Bubble: How Finance Built the New Chicago* (2016) and co-editing the *Oxford Handbook of Urban Planning*. She has advised governmental and community organizations on urban policy, including roles with Barack Obama’s Urban Policy Committee (2008) and Chicago Mayor Rahm Emanuel’s Tax Increment Financing Reform Task Force (2011).
Weber previously taught at the University of Illinois Chicago, specializing in urban planning history, development finance, and economic development. She currently teaches courses such as *Public and Private Development* and mentors graduate students in urban policy research.
