Rachel Lilley is a practitioner academic and Senior Fellow at the Birmingham Leadership Institute, University of Birmingham. With over 20 years of experience in systemic approaches to environmental and social change, she bridges academic research with public sector and NGO expertise. Her work integrates mindfulness, behavioral economics, and systems thinking to enhance leadership capacities in complex governance contexts.

Her research focuses on applying mindfulness and behavioral economics to improve decision-making in complex systems, particularly in climate change mitigation and social innovation. She emphasizes ethical behavior change theory and embodied practices to address governance challenges.
Rachel leads a Sport England-funded project in East Riding of Yorkshire and contributes to developing a Masters Programme in Systems Thinking and Leadership. Her publications explore neuroliberalism, affective governance, and the spatial dimensions of rationality and mindfulness in policy contexts.
Notable collaborations include Welsh Government, Ceredigion County Council, and Ymlaen Ceredigion. She co-directed the Aberystwyth University Behavioural Insights Research Centre post-PhD.
