R. J. Boutelle serves as Assistant Professor of English at the University of Cincinnati, specializing in African American intellectual history and Black internationalism. His research examines how 19th-century Black intellectuals engaged with American expansionist ideologies to develop alternative geopolitical frameworks.

His monograph analyzes how figures like Mary Ann Shadd and Martin Delany constructed counter-narratives to American exceptionalism through emigrationist projects in Liberia, Nicaragua, Canada, and Cuba.
