Pål Ellingsen

Pål Ellingsen is a Professor at the Department of Welfare, Management and Organisation at Østfold University College (HiØ). His research focuses on leadership and client orientation in the public sector, particularly street-level bureaucracy and citizen encounters. He teaches work and welfare, leadership, innovation, and pedagogical subjects across bachelor's and master's programs. His academic interests bridge theoretical philosophy and practical managerial challenges, emphasizing reflective practice in everyday organizational life.

Ellingsen has extensive public sector experience, including leadership roles in healthcare and organizational consulting. He collaborates with institutions like the Norwegian Labour and Welfare Administration (NAV) and serves on the editorial board of the Nordic Journal of Innovation in the Public Sector (NJIPS). He is a member of the Social Work Research Group and the Interdisciplinary Exploration and Development of Teaching research groups.

His work critically examines digital transformation's impact on public service delivery, symbolic rationality in governance, and frontline worker challenges in NAV. He received the 2022 Excellent Teaching Practitioner Award at HiØ for pedagogical innovation. His research emphasizes ethical leadership, user involvement, and organizational safety in public institutions.
