Pirkko Heikkinen is a University Lecturer at the Faculty of Law of the University of Lapland. Her research focuses on public procurement law, judicial review mechanisms, and litigation risks. She has collaborated on the Comp_Eff_PP project (2021–2025), funded by the Research Council of Finland, aiming to enhance competition and efficiency in public procurements.
Her research interests include legal design, proactive law implementation, and improving access to justice in procurement disputes. She has published extensively on topics such as trust in judicial remedy systems and reputation management in litigation. Three notable awards include the Defensor Legis author prize (2023), Heldtin stipend foundation (2014), and Maaliskuun 25 päivän fund (2016).
Heikkinen has engaged in international activities, including visiting Turin University (2023) and presenting at Nordic legal conferences. She actively participates in academic events, delivering talks on litigation risks and procurement law in Finland.
