Pierre Boyer is a Professor of Economics at École Polytechnique (Polytechnic Institute of Paris) and affiliated with CREST (Center for Research in Economics and Statistics). He serves as Deputy Director of the Institute of Public Policy (IPP) and Director of the "Democracy and Institutions" program at IPP in Paris. Additionally, he is a Research Fellow at CEPR in London and CESifo in Munich, and a member of the Compulsory Levies Council (CPO) at the Court of Auditors.
Boyer's research focuses on Public Economics, Political Economy, Organizational Theory, Banking Regulation, Public Policy Evaluation, and European Integration. His work bridges theoretical economic models with practical policy applications, particularly in the taxation domain.
His recent publications demonstrate a consistent focus on tax system design, with particular attention to the political feasibility of reforms. The 2023 Econometrica paper on Pareto-improving tax reforms represents cutting-edge work at the intersection of welfare economics and political economy. His research shows a clear trajectory toward understanding how to design tax systems that are both economically efficient and politically implementable.

Boyer's advisory role extends to policy institutions through his membership in the Compulsory Levies Council and his leadership in the "Economics of Taxation" working group. His research has direct implications for fiscal policy design in European contexts, particularly regarding social safety nets and tax-benefit systems.
As Deputy Director of IPP and leader of the "Democracy and Institutions" program, Boyer oversees research initiatives examining the relationship between political institutions and economic outcomes, with particular relevance to European integration processes.
