Phillip D. Kline serves as Associate Professor of Law at Liberty University School of Law since spring 2009, following a distinguished career as Johnson County District Attorney in Kansas and Attorney General for the state of Kansas, where he managed over 8,500 annual criminal cases and represented states in complex litigation.

His research and teaching focus on Constitutional Law, Criminal Law, Torts, Public Policy, and specialized areas including Pro-life Legal Advocacy, Legislative Processes, Bioethics and the Law. Columnist Bob Novak noted his pro-life leadership opened a new front in the abortion wars, positioning Kansas at the epicenter of debates on human life sanctity.

Professor Kline held significant leadership roles including Chairman of the Republican Attorneys’ General Association, Co-Chairman of the National Violent Sexual Predator Apprehension Task Force, and President of the Midwest Association of Attorneys General. His practical achievements include authoring Kansas’ Jessica’s Law, establishing a Cyber Crimes Task Force resulting in over 100 predator convictions, securing 60+ murder prosecutions, winning Supreme Court arguments, and enhancing elder abuse/Medicaid fraud prosecutions.
