Philippe Régnier is a Full Professor at the University of Ottawa's School of International Development and Global Studies. His primary research focuses on private sector roles in sustainable development, inclusive growth in emerging economies, and the application of appropriate technologies in Francophone developing countries. He currently holds collaborative roles with Cape Town University and the Université des Sciences Appliquées de Suisse Occidentale (part-time until July 2021).

He leads a Swiss government-funded research program (2017-2021) on entrepreneurship and technologies in 6 Francophone countries, and a Haiti-focused development initiative (2019-2023) with the Inter-American Development Bank. Key areas include international development finance, SMEs in global value chains, and reform of development finance institutions.
Teaching includes doctoral courses on international development research, Asian emerging economies, and private sector development. His work bridges academic research with policy-oriented initiatives through partnerships like the Open Air Africa Program and Queen Elizabeth II Diamond Jubilee Scholarships.
