Philippe Achilleas is a Professor of Public Law at the Jean Monnet Faculty (Law, Economics and Management) of Université Paris-Saclay, where he manages the Master's degree in Space and Telecommunications Law (DAST) and serves as Director of the Institute of Space and Telecommunications Law (IDEST).
Specializing in space law since the early 2000s after completing his thesis on satellite television, Achilleas developed his expertise through collaboration with the European Space Agency. He established the Master's program in Space and Telecommunications Law with support from Jean-Pierre Faugère (Dean of the Faculty of Law at Sceaux) and Xavier Chapuisat (President of Université Paris-Sud).
Professor Achilleas's research focuses on legal frameworks for space utilization, telecommunications regulation, resource allocation, user protection, and cybersecurity. His work has evolved significantly with the emergence of Newspace initiatives and widespread smartphone adoption, requiring lawyers to develop critical approaches to technology-related societal debates. Currently, his IDEST teams are working on legal frameworks for EU space traffic management systems under Horizon 2020 contracts.
As scientific director of the Scientific Interest Group (GIS) on space law (formed between Université Paris-Saclay and CNES), he leads interdisciplinary efforts connecting academia and the space industry. He also contributes to the international chair in the Law of Future Technologies and Services with industry partners including Orange, Thales, Airbus, and Ariane Groupe.
Professor Achilleas serves as a member of the French delegation to the UN for space matters and as a digital expert for the Organisation internationale de la Francophonie. His teaching philosophy emphasizes international openness (with master's classes comprising over ten nationalities) and cross-disciplinary collaboration between law students and those in aeronautics or astrophysics.
