Dr. Penny L. Elkins serves as Executive Vice President and Interim Provost at Mercer University while holding the academic rank of Professor in the Tift College of Education. With over 30 years of leadership across P-12 and higher education, she previously directed record-breaking enrollment growth as Senior Vice President for Enrollment Management, achieving 44% freshman enrollment increases and 47% growth in residential undergraduate populations.
Her academic credentials include a bachelor's degree (summa cum laude) and master's in education from Mercer University, an Education Specialist degree from Georgia College and State University, and a Ph.D. in educational leadership from Georgia State University.
Research focuses on critical educational domains:
- Cognition theory in leadership
- Transformational leadership frameworks
- Birth-to-five education systems
- Early childhood learning development
- Women's advancement in leadership
- Community partnership ecosystems
Her primary scientific honor is the Fred L. Miles Endowed Chair of Educational Leadership, awarded in 2007.
Dr. Elkins pioneered Mercer's Department of Educational Leadership and its inaugural Ph.D. program in Educational Leadership and Higher Education Leadership. She currently directs cross-functional initiatives including the Center for Leadership, Ethics, and Service and the McDonald Center for the Advancement of Global Education, driving interdisciplinary leadership development.
She actively leads teams through these centers while serving externally as President of Georgia Women of Achievement and as the first female board trustee of the Lettie Pate Whitehead Foundation.
