Penelope Gibbs is a Researcher at the Department of Criminology, University of Oxford. She is also a Visiting Fellow and works on justice system reform in England and Wales through her charity, Transform Justice.
Her research focuses on creating a fairer, more humane, and effective justice system. Key areas include reducing youth imprisonment, improving magistrates' courts, and enhancing accountability and transparency in legal processes.
Penelope has authored multiple publications for Transform Justice, addressing systemic issues in criminal courts and magistrates' roles. She has volunteered as a magistrate and currently serves as Deputy Chair of the Standing Committee for Youth Justice.
