Pedro Costa is an Associate Professor at ISCTE – Instituto Universitário de Lisboa, affiliated with the Department of Political Economy within the School of Social Sciences and Humanities. He is Coordinator of the 'Cities and Territories' research line and an Integrated Researcher at DINÂMIA'CET-Iscte – Center for Studies on Socioeconomic Change and Territory.

His research focuses on urban studies, socioeconomic change, territorial development, cultural economy, and public policy. He investigates how cultural and creative industries, digital platforms, housing dynamics, and participatory planning shape urban life, particularly in the Lisbon Metropolitan Area. His interdisciplinary work bridges political economy, urban planning, and cultural policy, emphasizing social inclusion, spatial justice, and sustainable urban transformation.
Pedro Costa leads and participates in multiple national and European research projects addressing urban regeneration, cultural policy evaluation, aging, and digital labor platforms. His leadership roles include directing the Bachelor's Degree in Economics (2022–2026) and previously directing the Master's in Development Studies and leading DINÂMIA'CET-IUL as Director and Deputy Director.

He actively supervises graduate theses and teaches courses such as 'Theories of City and Territory', 'Urban Development and City Policies', 'Contemporary Economic Problems', and 'Economy of Culture' at both master's and undergraduate levels. He is a member of the research network RESERVE since 2003 and contributes to interdisciplinary research collaborations across Portugal and Europe.
He leads research projects such as All@Cityscape, UrbanFrictions, Homes2live, and STRONGER, focusing on urban identity, algorithmic mediation, housing occupations, and cultural resilience in Southern Europe.
