Pearl Eliadis is an Associate Professor at McGill University's Max Bell School of Public Policy and teaches in the Faculty of Law, specializing in human rights, democratic governance, and national institutions. She divides her time between academic work and a legal practice involving complex global projects with the UNDP and Office of the High Commissioner for Human Rights across China, Ethiopia, Nepal, Rwanda, Sri Lanka, Sudan, and Timor Leste, plus advisory roles for Iraq and Afghanistan. Her current engagements include the Quebec Homelessness Prevention Policy Collaborative Steering Committee and the federal Court Challenges Program Expert Committee.
Her educational background includes:
- B.C.L. (Oxon.) from University of Oxford, Law
- LL.B. and B.C.L. from McGill University, Law
- B.Sc. from McGill University, Biology
Eliadis's research centers on human rights systems, democratic governance, and practical policy solutions. Her award-winning 2014 monograph Speaking Out on Human Rights established foundational analysis of Canadian human rights commissions, while recent work addresses homelessness prevention for violence victims, transitional justice in Rwanda, and pandemic-era policy evaluation. She bridges academic rigor with real-world application through fieldwork in post-conflict societies and domestic policy advocacy.
Her publications demonstrate consistent focus on human rights institutional effectiveness, with emerging trends in homelessness prevention policy and gender-based violence interventions. Recent works analyze Canada's human rights evolution, Rwanda's post-genocide reconciliation mechanisms, and methodological adaptations for policy evaluation during global crises like the COVID-19 pandemic.
Her distinguished honors include:
- Huguenot Society of Canada Award for her seminal monograph
- Queen Elizabeth II Diamond Jubilee Medal
- Canada 125 Commemorative medal
- Human Rights Change Maker recognition by Equitas (2017)
- McGill University Alumni Association Distinguished Service Award (2024)
Eliadis actively shapes policy through civil society engagement as a full member of McGill’s Centre for Human Rights and Legal Pluralism and president of the Quebec Bar Association’s human rights committee. Her advisory work spans UN projects, federal/provincial government committees, and media commentary on contemporary issues like Quebec’s Bill 21 challenges at the UN Human Rights Committee. She teaches core courses on Law/Human Rights/Policy and case studies on Rwanda’s transitional justice and Quebec homelessness prevention.
