Dr. Paulien de Winter is an Associate Professor of Legal Theory at Utrecht University's Department of Constitutional Law, Administrative Law and Legal Theory (SBR), affiliated with the Montaigne Centre. Her research focuses on enforcement and supervision, particularly how frontline staff apply social security rules. She has held roles at the University of Groningen (2014–2024), where she earned her PhD (2019) with a study on social security enforcement. Key awards include the SLSA Research Grant (2024) and a Gratama grant (2023). Her work explores tensions between administrative and criminal sanctions, emphasizing the 'human dimension' in enforcement. She teaches courses in Legal Theory and coordinates the minor 'Social Challenges and the Constitutional State'. She is editor of the Tijdschrift voor Toezicht and European Journal of Empirical Legal Studies, and authored the book 'Van hard naar hart?' and a podcast series on enforcement humanization.
