Paula Tulppo is a Researcher and University Teacher at the Arctic Centre and the Faculty of Social Sciences, University of Lapland. Her primary affiliation is with the Arctic Politics and Development department. She holds a Master of Administrative Sciences from Tampere University. Tulppo specializes in cross-border cooperation, regional development, and EU policy frameworks. She has been actively involved in transnational research projects such as TRANSNATURE (biodiversity governance), Arctic PASSION (Arctic observing systems), and ProSoc (Arctic professions analysis).
Her research interests include globalization impacts, administrative science, and sociological dimensions of regional governance. Key themes in her work are Finland’s northern cross-border regions, environmental governance, and the effectiveness of EU-funded projects like Interreg. Tulppo has received the prestigious FeRSA Fellowship from the Regional Studies Association (2022).
Recent projects highlight her focus on multilevel governance in EU Cohesion Policy, Arctic sustainability frameworks, and leadership dynamics in higher education. She has contributed to over 13 peer-reviewed publications and actively participates in academic conferences, including presenting at the European Regional Studies Association and Arctic Policy Research forums. Tulppo also serves on the organizing committee for the 'Hallinnon ja kuntatutkimuksen päivät' conference series and holds a council position in the Academic Governance Association of Finland.
