Paula Louzano is a postdoctoral fellow at the School of Education, University of São Paulo. She holds a PhD in Administration, Planning, and Social Policy from Harvard University, an MA in International Comparative Education from Stanford University, and a BA in Education from the University of São Paulo.

Her research focuses on equality of educational opportunities, design and evaluation of educational policies in Brazil and Latin America, teacher education, and curricular policies. She leads a government-funded study on teacher practices and educational opportunities in Brazil.
Her publication highlights intranational comparative education, analyzing state-level disparities in student achievement to improve educational systems. Key subfields in her work include regional educational disparities, policy implementation, and teacher professional development.
She has extensive experience in international education consulting, including roles at UNESCO’s Bureau of Education for Latin America and the Caribbean, as well as advisory work for governments and NGOs in Brazil and global institutions like the Inter-American Development Bank and the World Bank.
