Dr. Paula Chan is a Post-Doctoral Research Fellow at All Souls College, University of Oxford since 2023. Her research focuses on Soviet history, Stalinism, World War II, and the Holocaust, with a particular emphasis on documenting Axis war crimes and analyzing post-war memory politics. She holds a PhD in Russian and Eastern European History from Georgetown University (2023), alongside advanced degrees in Library Science and Liberal Arts.

Her current book project, Eyes on the Ground: Soviet Investigations of the Nazi Occupation, examines Stalin’s Extraordinary State Commission. A second project explores Holocaust survivors in Soviet Riga who faced later antisemitic purges. She has held prestigious fellowships from the Claims Conference, US Holocaust Memorial Museum, and others.
Her research integrates digital humanities and archival methods to reconstruct silenced histories. Notable contributions include analyses of French witness accounts in Nazi-occupied Ukraine and Soviet approaches to documenting Axis atrocities.
