Dr. Paula Arnett serves as Associate Dean for Academic Excellence and Associate Professor in the Health Management and Policy department at the University of Kentucky College of Public Health. She also holds the position of Finance Director at the Kentucky Injury Prevention and Research Center (KIPRC).
Dr. Arnett earned her Doctor of Public Health from the University of Kentucky, along with a Master of Business Administration and Bachelor of Business Administration with an emphasis in accounting from Morehead State University. She is a Delta Omega inductee and participated in Leadership Kentucky in 2014.
Dr. Arnett's research focuses on rural health systems, injury prevention, and surveillance systems. Her work particularly emphasizes the intersection of public health, mental health, and substance use disorders. She has extensive experience in program implementation and evaluation, with a special interest in rural health and rural public health initiatives. Her expertise spans leadership and management development, change management, and quality improvement across healthcare systems.
Her recent publications highlight her focus on developing effective surveillance systems for recovery services, with particular attention to mental health and substance use disorders. These works demonstrate her commitment to improving data collection methods and community health interventions through evidence-based approaches.

Dr. Arnett has been instrumental in numerous research projects and grants, with 145 projects documented through 2024. She has served on accreditation review teams for LCME, CEPH, and CAHME, demonstrating her expertise in program evaluation and quality improvement. Her administrative roles have included Associate Dean for Research, Associate Dean for Student and Academic Affairs, and College Business Officer at the College of Public Health.
She has played a key role in developing the Rural Physician Leadership Program in Morehead, Kentucky, and co-developed the Health Systems Leadership Certificate with Morehead State University and St. Claire Regional. Her work has significantly contributed to rural health initiatives and health systems leadership development in Kentucky, particularly through creating community-level experiences for medical students and fostering collaboration between medical education and public health systems.
