Paul Rutten

Paul Rutten is a Lecturer in Creative Business at the Creating 010 knowledge center of Rotterdam University of Applied Sciences. He has served at Creating 010 since 2012 and was its director from 2015 to 2019. With an extensive academic background spanning multiple Dutch institutions, Rutten brings significant expertise in creative industries research and policy development.

Rutten's research focuses on the creative industries, digitalization, and innovation, with particular attention to urban spaces and economic development. His work examines how creative talent and digital transformation impact cities and regional economies. He explores the relationship between cultural sectors, retail, and urban quality, as well as the economic value of creative industries and their contribution to societal development. His research often addresses contemporary challenges such as the spatial consequences of digitalization, pension systems for creative professionals, and the role of creative education in workforce development.

His publication record reveals consistent focus on creative economy monitoring, with the Creative Industry Monitor being a flagship project now in its ninth edition. Rutten's work demonstrates increasing attention to regional distribution patterns in creative industries, noting how medium-sized cities are experiencing stronger growth than traditional creative hubs like Amsterdam. His research also examines the growing self-employment trend in creative sectors (now at 52% of jobs) and its implications.

As project leader of the Creative Industry Monitor (with the tenth edition scheduled for 2025), Rutten oversees one of the Netherlands' most authoritative biennial studies on creative industry development. He is also leading the 'Quality of Life in Smart Urban Spaces' project examining digitalization's impact on cities, in collaboration with Waag, Fontys University, and Amsterdam University of Applied Sciences.

Rutten serves on the Taskforce New Deal Cultuur Rotterdam and the scientific committee of the Master in Digital Entertainment Business at Luiss Business School in Amsterdam. He owns Paul Rutten Research, through which he leads the Creative Industry Monitor project. After a distinguished career spanning multiple academic institutions, Rutten will retire in May 2025.
