Paul Gilbert is Executive-in-Residence for the Recreation Management Program within the College of Education and Human Development at George Mason University. He serves as an Instructor in Recreation Management and teaches courses including PRLS 410 (Administration of Park, Health and Tourism Organizations) and PRLS 613 (Strategic Leadership in Recreation Administration). Additionally, he is the Executive Director of NOVA Parks (Northern Virginia Regional Park Authority), a position he has held for over 15 years.
His educational background includes:

Mr. Gilbert's research and professional interests focus on parks and recreation management, leadership in public agencies, tourism management, climate change policy, and public administration. His work emphasizes entrepreneurial approaches to public sector management, financial sustainability, and the role of parks in addressing environmental challenges. He has developed frameworks for high-performance public agencies and explores historical leadership models to inform contemporary management practices.
His publications span topics from climate change adaptation in parks to leadership lessons from the Civil War. His book "High Performance Agencies: The Entrepreneurial Model for Public Parks, Recreation, and Tourism Organizations" has been recognized for providing clarity and vision for the industry. His articles in Park & Recreation Magazine address contemporary challenges facing parks and recreation professionals.

As an educator, Mr. Gilbert has advised numerous students and serves as faculty advisor for the Rho Phi Lambda national honor fraternity for Parks, Recreation and Leisure Studies. His professional experience bridges academic instruction with practical leadership in park management, having doubled NOVA Parks' enterprise revenues and expanded parklands by over 20%.
He has held significant leadership roles including founding Board member of the Virginia Trails Alliance and Virginia United Land Trusts, Regent and Board Chairman of the NRPA Revenue Development and Management School, and Chairman of Visit Fairfax. His current service includes the Virginia Outdoors Plan Technical Advisory Committee and Fairfax County Sports Tourism Task Force.
