Prof Dr Paul Carmichael is a Professor of Public Policy/Government at the University of Ulster and a Guest Lecturer at the Centre for British Studies, Humboldt-Universität zu Berlin since 1999. He holds a B.A. in Economics and Public Policy from Leeds Polytechnic (1989) and a PhD in Public Policy from the University of Strathclyde (1992). His research focuses on local government, devolution, intergovernmental relations, and the civil service in Northern Ireland and the UK, with a comparative perspective.
- Roles: Former Head of School of Policy Studies (2004–2010), Dean of the Faculty of Social Sciences (2010–2017), and Associate Dean (Global Engagement) at Ulster University (2017–2022).
- Teaching: Leads the Politics module for the MSc in British Studies at Humboldt.
Professional Contributions: Honorary Secretary of the Political Studies Association (2000–2016), external examiner at multiple UK and Irish universities, and consultant for Northern Ireland organizations. He is a Fellow of the Academy of Social Sciences (2007) and the Joint University Council (2021).
