Pamela Anne Jagger is a Professor of Environment and Sustainability at the University of Michigan's School for Environment and Sustainability (SEAS), with an affiliate appointment as Associate Director of the African Studies Center. She holds additional courtesy professorships at the Gerald R. Ford School of Public Policy and the Program in the Environment within the College of Literature, Science, and the Arts. Her research focuses on interdisciplinary poverty-environment interactions, particularly energy poverty dynamics in low-income countries.
Dr. Jagger leads the Forest Use, Energy, and Livelihoods (FUEL) Lab and directs the NSF-funded Energy Poverty PIRE initiative in Southern Africa, a five-year collaboration addressing energy access challenges. Her work explores three core themes: environment-livelihood linkages, environmental governance impacts, and energy poverty mitigation strategies. She has advised on policy projects with organizations like the World Bank and the Center for International Forestry Research.
Education includes a Ph.D. in Public Policy from Indiana University, an M.Sc. in Forest Economics from the University of Alberta, and a B.A. in Economics from the University of Alberta. Awards include a 2024-2025 Wilson Center Fellowship and a $4.79M NSF PIRE grant. She has published extensively on household energy transitions, cookstove interventions, and climate resilience in Malawi, Uganda, and Rwanda.
Key grants include NIH support for health studies on energy poverty (2018-2022) and National Geographic funding for sustainable energy research in Myanmar (2018). She collaborates with institutions like LUANAR in Malawi to evaluate solar technology adoption and clean cooking programs' impacts on rural livelihoods and health outcomes.
Dr. Jagger's work bridges policy, environment, and development, emphasizing equitable solutions to energy access and climate vulnerability in sub-Saharan Africa. Her research highlights the intersection of environmental governance, human health, and socioeconomic resilience.
