Olha Krupa

Olha Krupa is an Associate Professor and Program Director for the Master of Public Administration program at Seattle University's College of Arts & Sciences. Affiliated with the Department of Public Affairs and Nonprofit Leadership, she focuses on public finance and fiscal policy.

• Education: BA in International Business (Ukraine), MPA and PhD in Public Finance and Public Affairs (Indiana University, Bloomington)

Her research specializes in state and local public finance, including vertical/horizontal equity in property tax assessments, K-12 school finance, and charitable giving dynamics. She actively translates finance concepts into actionable public policy frameworks.

Dr. Krupa has collaborated with institutions like the Lincoln Institute of Land Policy, Giving USA Foundation, and US Department of State. Her work appears in journals such as Public Finance Review and International Journal of Property Tax Assessment and Administration, with media commentary on the Russian invasion of Ukraine.

She teaches core courses like Financial Management, Budgeting in the Public Sector, and Capstone in Public Service, emphasizing social justice applications in public finance education.
