Norma P. García is a Lecturer at the University of California, Berkeley, specializing in Consumer Law and Protection, Insurance Law, Legislation, Racial and Social Justice, and State and Local Government. Her work focuses on advocacy and policy reform to advance equity and consumer rights.

García is an award-winning attorney and public policy expert with extensive experience in legislative and regulatory advocacy. She previously served as Senior Attorney at Consumers Union (now Consumer Reports) for 25 years, driving landmark legislation like California’s Homeowner Bill of Rights to combat predatory lending. At Mission Economic Development Agency (MEDA), she spearheaded initiatives for Latino community empowerment in housing, healthcare, and workforce development.
